Windows Phone applications are in an unidentified state when the action center is active (When we drag down the shutter).

Can we detect if the action center where the notifications are listed is active while our app is running.

Objective: In such a scenario the application is to be locked

I have done a research and it seems we don't have such an API. And I also believe that the application does not need to be locked when the action center is active. Thinking that I'm playing a game and just drag down the shutter to see the new coming notification, then I want to drag up it to play game again. Within such a simple action why our app need to locked? This is not reasonable for our users.
