The issue is that the update's installer doesn't know where the game is installed.  Basically, using Steam puts the game in a new directory, and you need to tell Windows Live which directory that is!

Once you're in the Red Faction Guerrilla folder, Right Click and choose New String Value.  Call it InstallDir and double click to populate it with the full path to your game folder. (e.g. Steam users would use a path similar to C:\Program Files\Steam\steamapps\common\red faction guerrilla, or C:\Program Files (x86)\Steam\steamapps\common\red faction guerrilla )
