Hi. we are currently using Office 365, SharePoint Online to operate within our company. In SharePoint Online, we had set up a Service Desk Ticketing System where questions asked will be assigned to specific people to help resolve issue. We have come upon a problem whereas the tickets' title cannot consist of special characters such as "&". Else, we will not be able to access into the tickets in SharePoint list. For example, if we named one of our tickets as "Information & Communications Technology Department", the URL will be as following:

As seen above, the URL in bold represents the title. The URL will only works if we changed the special character "&" within the bolded URL part to "%26" which is ASCII character set, shown below:

In our SharePoint list, we did add in html and JS script code under "Edit Web Part"> "Edit Snippet" a few years ago and back then, it will working perfectly fine with special character "&". Until recent months when it does not seems to be working well whenever the title had a "&" within it, we did not do any editing on our JS or HTML code at all. 

Can any of your expertise advice us what might be the issue?

I think you need to debug your js logic and fix that to fit the new SPO.
