You anc't make any site in SharePoint Online a public site anymore, so switching it from a Team site won't help. Having said that there is no way to switch site templates after a site is created.  But Site templates are mostly a collection of enabled features and default content.  So by enabling and disabling features you can change what a site does and how it looks without changing the template.
