One of the step when i want to create a Live Service is to defint the return url, but how I define the domain when i in development time ?

You could use your production URL hostname, to obtain an Application ID and Secret for Windows Live ID, and redirect its IP address to 127.0.0.1 (localhost) in your hosts file on your development machine.
