UWP has a Microsoft Desktop Extension SDK for Universal App Platform.

 

I'd like to know if and how I can configure jump lists within Win10, it was discussed during Build 2015 and it seems the API is being used by the official UWP apps.

I'd like to try this feature early if possible, even if beta.

On a side note is there a reference doc for Microsoft Desktop Extension SDK?

Please read the sticky posts, especially the Guide to posting: subject line tags and Known Issues for Windows 10 SDK and Tools 

Can you please explain what you're looking for more specifically? I'm not sure what you mean by a "Taskbar Jump List SDK", but it's probably not a separate SDK but part of the main Windows SDK.

The SDK for Windows 10 apps is publically available and will install with Visual Studio 2015. Links are in the welcome post.
