We have a Private site that we want to convert to a Public site. One way to do it is probably create a new Public site and move all the documents there. But the current documents are referenced at a lot places even outside of SharePoint.

Is there an easier way to do this?

There is no OOB way to convert the team site to public site. But you can enable the anonymous access for that site.
