I've scanned thousands of negatives with Adobe Photoshop Elements 4 (PSE4) and set the date and time to the date the photo was taken.  When I view the Properties in PSE4, the Date Created and Original Date in the EXIF section show the date as I set it.  However, when I imported some of the photos into EM2, the date is not there.  From testing and reading up on EM2, I see that EXIF data is only available from a digital camera.

I've learned a bit more.  I used SetEXIFData to see the metadata and the dates that PSE4 populates are in the XMP section, not the EXIF section.  When using PSE4 to change the Date and Time, the 2 fields in XMP that get populated are DateTimeOriginal and DateTimeDigitized.
