I can point you at some documentation but I need more detail about what you are trying to accomplish. What is your live streaming scenario? What streaming protocol are you using? Are you writing a Windows Phone 8.0 / 8.1 Silverlight app or a Windows Phone 8.1 Runtime app?

The SMF player you reference in your post uses a custom MediaStreamSource for video playback. You might want to start with the documentation for this component. Please note: the APIs for the Silverlight version and the Runtime version of MediaStreamSource is slightly different.
