测试用例列表（500+），我不想手动创建测试用例。

I get error while creating test cases from an Assembly of Automated Tests Using tcm.exe. The same command works fine and updates existing test cases so this is definitely not a permission issue. Could someone please help with this error. I have huge list of test cases (500+) for which I dont want to create test cases manually.
