We have recently decided to turn off the Sync button for a few of our Sharepoint sites.    Is there a way to - once we've done this - remove the 'already sync'd' files from a pc without user intervention?

You can only manually remove the already synced files from a pc.

To disable sync ability, you can go to Library settings > Advanced Settings, and choose "No" for Offline Client Availability below.

Assume you already synced a document library to your local file explorer. If you change the setting above to "No", your OneDrive sync client will show message below:

Now you will not be able to open files with status, but you can open files with status (which means you have downloaded before).
You can stop sync certain library in OneDrive settings > Account.
