I have a site column that is hidden inside a Content Type that I would like to have appear in the library settings column section so that I can add this column to a view.

The column is also showing Indexed, however, when I go to the filter section of the view, the column does not appear for selection to filter on.

I think that you have to add the column from your List settings : 
 
"Add column from existing column". Look for the right content type and add it.
