I used Microsoft Encarta for my daughters long time ago (maybe in Windows 95, 98SE).
It has many features such as keyword searching, playing music, playing video, needless to say display documents (consist of characters) and pictures (still images).

Before asking how to create a software, I suppose, you need to think about features and GUI of a software you want to create. After fixing them, please post questions.
