I know that you can get the crash dump from Dashboard when you submit your WP8 app to Store and it crashes on user's phone. 

But consider this scenario:

• Developer gives a XAP file to the QA
• QA installs XAP with WP8 power tools and finds a very hard to reproduce bug, which developer simply cannot reproduce effectively locally
• It would be very helpful if developer could get a crash dump from the QA.
• As you see this would help to fix the bug prior to submitting the app to store.
