The error code 0x8E5E0147 often means the windows update error, did you through windows update to install the .NET Framework 4.6.1 or the standalone installer?

Please have a try with the following to troubleshoot this issue:

1. Download and run the windows update troubleshooter
2. Disable any antivirus software and check windows firewall settings

You can also try to download the .NET framework 4.6.1 offline installer and run as administrator to test, after the successful installation, it's listed as Update for Microsoft Windows (KB3102467) under the Installed Updates item in Control Panel.
