My company has been tasked with building an app for Windows Phone 8.1 that functions like retail mode - When the OS is idle (30 or so seconds after last interaction), the phone should launch a video loop (or an app that plays a video loop) to attract users in a retail store to pick up and play with the device. I have been attempting to build a custom solution for this, but that doesnt appear possible.

The phone's built in retail mode allows for MS Partners to inject custom content in to the video loop by creating a provisioning app that handles the retrieval and injection of the videos and other content. It also allows for a hub app that is launched when a user taps the screen. By default, the phone would just return to the main home screen when it is tapped, but displaying this app with some custom content to illustrate functionality/features/etc can be done prior to that navigation.

As a regular Joe Schmoe, I don't have access to the partner's portal where app examples and other code snippets reportedly exist. How should I go about trying to get access to this content? Do I have to go through our client (a mobile service provider and retailer)? Do I have to go through the manufacturer of the phone we are targeting for pilot (Nokia)?

Unfortunately this forum is targeted at third party developers who are pretty much in the same boat as you are right now. The standard third party APIs don't allow us to build something like this. So yes, the first step would be to talk to your client if they have contacts at Microsoft who can help you with this. If they don't I guess it will get tricky but they should be able to ask their Nokia (now also Microsoft) contact for help with this.
