We are currently running into a problem where some new windows that are opening are opening minimized to the taskbar.  This causes the user not to notice the new window opening up and then they call IT.  We visit their PC and notice the blinking window on their taskbar open it up and they can go on their way.

We see this happening when a user is printing something to PDF.  When printing to PDF you are typically prompted for a filename to give the newly created PDF.  This Save As window is what is opening minimized on the taskbar.  It is blinking, but minimized.  if you click on the minimized window it opens up perfectly and the user can continue.

Another example is :  Start > Control Panel > System > Windows Experience Index > Advanced tools (on left) > Click any performance issue listed.  On all of our machines the new window opens minimized on taskbar.

This is happening on all of our PCs.  All the PCs were imaged so I am sure there is a setting in the image that was just replicated to everybody, but I dont have a clue what could do this.
