VS 2017 is using "C:\WINDOWS\System32\net.exe " , which is blocked by GPO policy.

My question is here why MS is using this and what is fix of this without deleting the key.

Could you please tell us when the warning occurs? Once launching VS or creating a new project?

Or you may us the detailed project type.

Based on my research, refer to Net.exe , this function is related to stopping and starting the IPv6 protocol, Which means that if your VS needs running this protocol, it will call Net.exe.

As far as we know, exclude the project aspect, running VS also need the Network connection, for example, in Tool>Options, some VS settings need automatically checking for updates:
