I created a spreadsheet with several graphs in it.  Nothing fancy, just bar charts and line charts.  I have the data on one tab called "Data" and the charts I moved to a second sheet call "Charts."  I published the Charts worksheet as a Single File Web Page and everything seemed to be just fine.  This month when the user updated the numbers for the current month none of the charts updated themselves and when I opened the spreadsheet to investigate I noticed that all of the charts had been converted to pictures so when I click on them I don't get any of the Chart tools to modify them.

This is probably due to Calculation Option being manual.

if you're using 2010, under the ribbon "Formulas" click on Calculation Options > Automatic
