I'm trying to install Visual Studios Community edition 2017 on a server that only allows connections to whitelisted IP addresses.
*.microsoft.com is already whitelisted but when I try to use the installer, the installation fails due to connectivity issues. So I was wondering if anyone knew if the installer tries to connect to any other domains apart from *.microsoft.com?

Thank you for posting in MSDN forum.
Except the .Microsoft.com, most downloading resource does exist in "download.microsoft.com"
Before downloading the resource, please temporarily turn off any software which could prevent VS from accessing the internet, turn off Windows Defender.
Then try the following Ping, to check if you could connect to the download server:
The above shows that the network is well-connected, or if it shows any time out error message, it means that the your network can't connect to the resource server, in this situation, how about consulting with your friends or colleagues, borrow their machine and refer to Create an offline installer for Visual Studio 2017 to make an offline installer with full resource and perform a VS 2017 installation.
Though you have network limit, you could copy and use the offline installer to continue the VS setup on your server.
