I am thinking to develop an app which is similar to general mobile tracker available in many handsets...

This app stores the IMEI,IMSI numbers when the app is installed in the handset in an xml file and checks for IMEI and IMSI numbers after every reboot(switch-on) of handset, if there is no match then the current IMEI and IMSI numbers should be send to the correspond numbers given by users to the app as an SMS automatically...

How can I implement this Idea?

By the way can I control fore camera of windows handset using program?(without any soft keys of device)

You cannot retrieve IMIE with a Phone App.

Please split your camera question onto a new thread and detail what you have tried so far and where you are stuck.
