I compile my projects through commadline using MSBUILD in each deployment environment (Test, Stage, Preprod and Prod) where no visual studio available. Since I could not create Cab file (windows CE project) and Msi file (windows Desktop app/webservice) through MSBUILD, is there any utility available like Setup project (where in Dev environment, I can create them by adding setup projects), so I can create the files in those environments.

CAB file I can create through command line but need to generate INF file. Innosetup also needs ini file but that can be built using a wizard. Is there any way here to generate the ini file?
