Thank you for posting in MSDN forum.

首先，请转到控制面板 - 程序和功能，选择"Microsoft Visual Studio 2015"，右键单击并选择"修改"，检查Win 8.1 SDK安装得好：

Firstly, please go to Control Panel—Programs and Features,  choose ‘Microsoft Visual Studio 2015’, right click it and choose ‘Modify’, to check if the Win 8.1 SDK is installed well:
