how many other pages do you have in the load test scripts? count them as well they getting loaded at the same time when this page you are checking getting loaded. Ofcourse server is busy processing other request at same time there are so many other factor you need to check, including Database, CPU , network , load balancer etc.  everything connected to the box where you application is running matters in performance testing.
