I think you mixed something up. Windows Store App development is a little bit different from developing for Windows Phone 8. If you want to develop for WP8 you've in general the choice between C#, C++ or something like PhoneGap. For Windows Store App development you could C#/VB, C++, or JavaScript. What you use depends on what your more familiar. If you're a web developer, who is familiar with JavaScript and HTML, JavaScript would be the natural choice. If you have a .NET background and have some knowledge about XAML, C# or VB is an option (similar C++ is a good choice for C++ developer :-)). They all can do the same things in really similar ways, so it mostly depends on what your familiar with.
