Per my knowledge, there is no OOB method to create a custom dynamic editable table without using JS, JSON or Jquery etc.

As a workaround, you can use Datasheet view in a list:

Create a list with custom columns, and create view in list settings->select "Datasheet View" as view type, then select relevant columns you want to display in the view.

Open and edit a page, Insert a web part, add the list created before in the Apps category.
