I need to be able to have some sort of UI to appear during the windows login screen. The purpose of this is that I have some configurations running on boot (from a scheduled task) that run after reboot (machine name change and updating SQL) and I need to display to the user. This takes some time (20+mins) and I want the user informed that a login at this point is not a good idea, and when configuration is complete the message to disappear.

Normally this is fine, but if a login occurs at a bad time all the services that startup at login compete for the CPU and my configurations timeout on some slower machines.
