From your description, my understanding is that you want to make the user visit the site should not see all the documents . 

If you don't want to make the user see all documents, you can remove user permissions on the special documents. 

Why are you want to attachment documents to a user's job title? I am afraid that it is impossible to attachment documents to a user's job title?
