You cannot save the site as template in which Publishing feature is being activated. You need to deactivate the Publishing feature and then try https://tenanantname.sharepoint.com/_layouts/15/savetmpl.aspx and also ensure there is no apps especially 3rd party add-ins which will restrict your O365 site to be saved as template.
