I will preface this by saying it works on the test tab of TFS Web, but does not work in MTM that came with either VS 2015 update 2 or 3.

In MTM, when we are adding requirements to a test suite, modify the query to include the bug category in the query and we see bugs and requirements to select. We proceed to select the bugs and requirements and add them to the plan.  HOWEVER, when the screen closes we see only the requirements and all the work item links are only established for the requirements.  Nothing for the bugs.  These same steps executed on TFS Web include suite creation for the bugs like I would expect.

I understand back in 2012 there was the recommendation to add the bug work item to the requirement category via witadmin (https://social.msdn.microsoft.com/Forums/vstudio/en-US/6010b3d6-6338-433c-bbe1-3a6ad850a243/using-bugs-as-the-requirements-in-a-test-plan-in-test-manager?forum=vsmantest) however this breaks the touch point on the backlog for selecting if bugs are treated as tasks or as requirements.  In some of our other customizations, we found other touch points that fail because a work item would be in 2 categories.  This makes this guidance from 2012 obsolete.

Has anyone else had this problem with MTM in 2015 versions?  Are there any work arounds other than hacking the bug into the requirement category? or should I guide my teams to use TFS web?

I can reproduce that scenario too. I submit a user voice here (Add requirements suite for Bug in MTM) that you can vote.

The workaround is that you can add requirements suite for Bug on web access, then the corresponding suites will be show in MTM too.
