You probably need to give more details to get a relevant response.  The design tools you use are probably more relevant then the languages you are using. For example, you can do more with vb and C# in vs2008 than vs2005. Are you designing web or smart client apps. WPF and Silverlight for example using XAML enables you to build better interfaces than Windows forms using same versions of visual studio. Using Expression blend with i WPF or Silverlight enables you to build better interfaces than just working in visual studio, the list goes on.
