Hello. I have a workflow that does not consistently fire (see below). It appears there is a pattern with which *.aspx files are edited. Some files when edited never fire the workflow and others do. I inserted pauses between steps hoping that this would remedy the issue which it does not. Strangely enough if I create the workflow as a SharePoint 2010 Workflow it fires consistently. Help.

Do you mean that you set start workflow automatically when an item is created/changed, and the SharePoint 2013 platform workflow does not start automatically when edit some files?
