This morning I tried to install VS2013 update 4 and the installer kept on crashing, the splash screen opened up briefly and then disappeared without giving any warning, notice or error. I then tried switching to the web installer which showed the same behavior.

I then tried installing different updates (update 3 and 2) both with the ISOs and the web installer, unfortunately they too showed the same behavior.

This lead me to believe that something is wrong with a process/file that is being used by all of these installers, so I tried running the uninstaller for the VS2015.4 version I already have on my machine. Weirdly this uninstaller also showed the splash screen briefly and then closed, again without giving any warning or error.

I performed a clean install of Windows 10 Enterprise on the 14th of November, after which I was able to install VS2015.4 as stated above.

As you mentioned that you have tried ISO image, Use FCIV to verify the SHA-1 to ensure the ISO is not corrupted. Compare with Hash Value Page.
