Is there a tutorial or some explanation somewhere (That I'm not finding), that shows how to setup a small program that will show notification popups in the taskbar when either 1. database table is updated  or someway to connect it to WHMCS ticket system and billing notification when a action takes place (a invoice is paid or someone creates a ticket).

We were using Noti app, but they are closing down, so I figured I would try and make one myself... just a small little program for myself and 1 other person..  But Im not sure what I need to do to get the notification popup to show new ticket/reply ticket and invoice paid.
