I created a Sharepoint online site S1, a subsite SS2 from S1 (separated right from its parents) and a subsite SS3 from SS2 (inherited rights).

Users need to put an event calendar in SS3 but they would like to get this same event in their own personal calendar.

To help them, I think that they could create the event on their own calendar and invite SS3. Thanks to that, the event could be displayed in the SS3's calendar.

SS3 subsite > calendar list, you can try connect to Outlook so there calendar can get synced with there outlook.

Incase they want specific to there personal calendar, you can Enabled the "Incoming email" option on Calendar list. when new appointment is set from outlook calendar, provide mail address for that Calendar List and Email address of the users who should be part of that meeting. This will Sync same Event in Sharepoint Calendar and Personal Calendar.
