If I create HubTile in my application, is it possible that I am move the tiles and arrange them as we do in device home screen and also can delete the tiles, I mean when I press and hold a particular tile I see a cross (x) on top-right corner of the tile and delete it.

Your app cannot do anything other than create or delete a secondary tile.  it cannot reposition them with code.
