We are using SharePoint Online and I am attempting to edit a web part of a list. Each time I try to click on the caret to show the popup menu (to click the Edit Web Part option) the page scrolls to the bottom. Once I was able to open the properties of a web part higher up on the page and then open the properties for the part I needed to change, put that only worked once. I have tried to edit the web part in IE, Edge, and Chrome but I have the same problem each time. I opened the page in SharePoint Designer and combed through the html to make sure there were no errors in the page (I looked for improperly closed tags, extra tags, etc). I didn't find anything of consequence.

Seems  like CSS issue. Please remove the custom stylesheets and check the behavior of the Page. Also are you using custom master page? What is the behavior when you use default master page?
