i have a SharePoint 2013 With SP 1 and SQL server 2012, after SQL server migrated to 2014 SP2 i get the following error when i try to open central administration or any web application 

Server Error in '/' Application. 

This operation can be performed only on a computer that is joined to a server farm by users who have permissions in SQL Server to read from the configuration database. To connect this server to the server farm, use the SharePoint Products Configuration Wizard, located on the Start menu in Microsoft SharePoint 2010 Products. 
Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code. 

Exception Details: System.InvalidOperationException: This operation can be performed only on a computer that is joined to a server farm by users who have permissions in SQL Server to read from the configuration database. i followed the steps below when i migrating SQL server

let's do extra steps beside what you've already applied

1-  转到  重新启动 SQL Server(SharePoint)&的SQL 服务器代理(SHAREPOINT).

1- Go To services.msc Restart the SQL Server (SharePoint) & SQL Server Agent (SHAREPOINT).

2-  转到Services.msc->启动服务"SQL Server(MSSQLSERVER)"

2- Go to Services.msc --> Start the service "SQL Server (MSSQLSERVER)"

2-检查服务器场帐户在sql框中是否具有dbcreator和安全管理员.

2- Check if the farm account has dbcreator and security admin on the sql box.

3-检查服务器场帐户是否对配置和管理数据库具有正确的权限.

3- check if the farm account has right permissions on the config and admin databases.

4- check if the farm account is locked or the password has changed.
