I have created a Document Library Template in SharePoint Online. I had no issues configuring the template and it shows up in my Template List. As far as I can tell there is nothing special about the template that I created. It uses a custom content type and I set some usual settings. The root Site Collection that I created the template in is a Record Center and the Sub-site is also a Record Center. I have templates for both a Standard Document Library and a Record Library, but neither show up when I go to Add an App. Neither are available in the New list when I search for them by name. I have seen some posts from 2010 and 2013, but there is no new information on the topic that I can determine. This is a crucial element to my project and I hope that there is a resolution, or work-around.
