I would like to setup some new permissions so that a user can perform an edit on all pages of the site, but in order to publish the changes a "Owner" or "Design", needs to approve it.

Sites have different kinds of pages in them, so the specifics depend on what kind of site and what kind of pages.  But in general the way to do this is to setup an approval workflow in the library where the pages are stored and then require approval of the pages before they can be viewed by anyone who doesn't have edit authority.
