I have Visual Studio 2013 Professional, running on Windows 10 x64

When I tried in VS 2013: Help -> Add and Remove Help Content 

It downloaded and extracted the help libraries and at the very end, while "deleting directory" Microsoft Help Viewer 2.1 froze.

Now whenever I launch Microsoft Help Viewer 2.1 the splash screen for the program shows but freezes.

I have repaired Visual Studio 2013. I have reinstalled Visual Studio 2013. I have followed all the steps I have seen in the relevant Google searches, including the one mentioned at https://msdn.microsoft.com/en-us/library/mt654096.aspx

This last page seems to confirm that this is a known issue, but the solution explained there does not work. There is no settings file (HlpViewer_VisualStudio12_en-US.settings)  in that directory

I found the HlpViewer_VisualStudio12_en-US.settings file in the C:\Users\MYUSERNAME\AppData\Local\Microsoft\HelpViewer2.1 folder and edited the Cache LastRefreshed property to be far in the future.
