Hi farhanshkh04,

let's apply the following checklist :-

1- Please check if the SQL have the right permission for the farm account, Right permissions are dbcreator and security admin on the sql.

2- please check if the port 1433 opened through the firewall between sql and sharepoint servers .

3- Check SQL Server Network Configuration TCP/IP status and ensure it Enabled.

4- if you chaned the sql server instance , check if you successfully setup SQL Server client alias setting
