When I create a custom list, by default, it creates a new list with the new look/format.  From the list I can "return to classic experience".  If I import a list, it is imported in to the old looking format and there are no options to go to the new look.  In list settings for any imported list from excel it does not have the option to switch between the classic and new look although it's there for a custom list.

This worked and I do not believe I did anything else but here's what worked.

• Download the Excel 2007 Plugin (Link), I extracted it to the desktop, ran that file (excel macro/add-in) vs. just hitting the install of the tool, which will open Excel and you have to choose "enable macros"
• Make sure your data is in a table
• Use Publish and Sync in SharePoint (or whatever it says) but and DO NOT use the export to sharepoint list, which brought the list in but I could not change the format
