Today I was trying to create a new user profile service app, delete the old one and change the sync server name in ups property. In all the cases I was getting time out because of the Service application Provisioning Timer job was timing out. What is the purpose of this job and why it is timing out. Never faced this issue before. This is happening after we patch the farm with Dec 2017 CU.

SharePoint timer service instance was disabled in that server not windows timer. So enabled that and it worked
