I am creating several Document & Link libraries on my SharePoint 2010 on premises site. Every time I do, the forms have to be edited so that the left side menu bar is not custom and matches the master page look and feel. Is there any way to tell SP that all library forms should look like the master page? I dislike having to open SP designer to modify out of the box forms so they look as they should.

That page (viewlsts.aspx) is application page and it will not inherit master page . but in Microsoft SharePoint 2010 , application pages can now inherit a customized site master page through the DynamicMasterPageFile attribute.
