If you need the v1 instance on Azure, you can simply change FUNCTIONS_EXTENSION_VERSION to ~1 in your application setting as explained here.

If you need this runtime on-premises, you'd need to download & install (https://aka.ms/azafrv2) the Azure Function Runtime (preview) version that should provide you with an identical experience to that is running on Azure. Here are the relative documentations:
