We have an EA subscription and i want to do some price optimization  .

First of all i dont still understand how billing works in EA subscription .(if you have a good article , please send to me )
for optimization , if the server is down that  means is not billed ?
i'm thinking also for reserved VM , it's a good idea for optimlization ?if yes what are the bests practices please?

Yes, Reserved Instances is a very good idea for optimization (It can save upto 80 % for your Virtual Machines)
