I created a .NET Core +SQL web app in Azure and invited a developer via his Microsoft Live email. After giving him some developer access in Azure AD to be able to get into the Azure portal, he is still unable to see the app in the App Services page so he can work with it. I have tried giving him Contributor and even Owner Role Assignments for "This resource" in the App Service and he still cannot see it. Is there something I'm missing? How do I get him to access this app service on the Azure portal and via Visual Studio (on DevOps)?

If you're a global administrator, or a user who is assigned any of the limited administrator directory roles, you can invite guest users to the directory, to a group, or to an application through the Azure portal. After you invite a user, the invited user's account is added to Azure Active Directory (Azure AD), with a user type of Guest. The guest user must then redeem their invitation to access resources.

Here are the steps to invite a guest:

Go to the Azure portal. Click Azure AD blade. Click on Users Blade

Click New guest user. Add the email of your developer.

The Developer should receive an email invitation after this is done.

Go to your web app. Click the Access control (IAM) Blade.
