if we update the existing identifer claim what steps 1. we need to perform just set-sptrustedidentitytokenissuer command and 2.changing claim rules in the ADFS for relying party

these 2 steps enough ? any thing more we need to concern about

if set-sptrustedidentitytoken issuer does not work updating identifer claims then we are planning to restore db and do everyting from scrtach.

You cannot restore the database that holds the Claim Identifier. Restoring the Config (and Admin) databases is an unsupported option.

However, after you update the identifier, all of your Users (and Roles, if applicable) will be invalid. You're going to have to perform a Move-SPUser for each identity.
