I would like to know what's the difference between NET Framework 4.6 Advanced Services and .NET Framework 3.5.
Both are on Windows Features, but only the 4.6 has the box checked.

For your question about the difference between .Net Framework 4.6 and 3.5 :
Windows 10 (all editions) includes the .NET Framework 4.6 as an OS component, and it is installed by default. It also includes the .NET Framework 3.5 SP1 as an OS component that is not installed by default. The .NET Framework 3.5 SP1 can be added or removed via the Programs and Features control panel.

According to this error message, please check if you have install the .NET Framework well:
If not, please install the .Net Framework 3.5 on Win 10.
You could run with this simple command :Dism /Online /add-package /packagepath:"E:\sources\sxs\microsoft-windows-netfx3-ondemand-package.Cab"
